Home How We Can Help Details CDLI’s Voucher Homeownership Program enables existing Housing Choice Voucher participants to accomplish healthy and sustainable homeownership through subsidies and creative financing. Families that are currently participating in the Housing Choice Voucher Program administered by CDLI and other housing authorities in Nassau and Suffolk Counties are eligible. Each household is evaluated in accordance with their income so that a maximum of 40% of their monthly gross income goes toward payment of principal, interest, taxes, and insurance payments (PITI). They obtain a mortgage for an amount they can afford through a conventional or FHA-insured lender. The difference between the conventional mortgage amount that the applicant can afford and the purchase price of the home, less the down payment, determines the amount of a second mortgage provided by CDLI’s affiliated Community Development Financial Institution (CDFI). Home How We Can Help Details CDLI has been selected by New York State Homes and Community Renewal to administer an Affordable Home Ownership Development (AHOD) Home Improvement Program in Nassau and Suffolk Counties. Funds are made available through the New York State Affordable Housing Corporation. The Long Island Home Improvement Program provides income-eligible households the resources to make necessary repairs that will correct basic structural defects or repair basic building systems that threaten, or if not corrected could threaten, the health and safety of the dwelling’s residents. These home improvements are designed to prolong the useful life of each home as well as increase the dwelling’s health, safety, and sustainability. Funds are available based on need and on meeting the individualized needs of each household that applies. CDLI attempts to assist as many households as funding will allow. Due to the high demand for this program, there is currently a waitlist of approximately 2 years. Home How We Can Help Details To further CDLI’s mission of increasing investment in neighborhoods, protecting the assets of homeowners, and protecting the environment, a low-interest rate loan product is now available to assist with the installation of a new septic system in homes with failing cesspools! To reverse decades of damaging nitrogen pollution of ground and surface waters on Long Island, this new loan from CDLI is made available to assist with the cost of replacing outdated and failing septic systems with state-of-the-art nitrogen-reducing systems or a lesser-cost hybrid system. CDLI will make its low-interest loan available if the homeowner is in need of additional funds to cover the costs of installing the new system. Loan application fees and closing costs do apply to this product. Loan amounts cannot exceed $10,000. Available for homeowners anywhere on Long Island, near water, or further away in the center. Primarily, those homeowners who do not qualify for the Suffolk County program for Septic Replacement System. This loan product is not available for homeowners who are looking to replace a conventional cesspool with another conventional cesspool system. Home How We Can Help Details A low-interest rate loan, for down payment and closing cost assistance, is available for first-time homebuyers to avoid Private Mortgage Insurance (PMI) and whose income is no greater than 120% of the area median income (AMI) based on family size (see chart below). The loan may be for up to $75,000 and is subject to program underwriting guidelines. Funds from CDLI can be combined with borrowers’ own funds for up to 20% financing to avoid PMI. Eligible borrowers must have a commitment for a fixed rate first mortgage through a NYS-approved lender. All borrowers are required to complete CDLI’s NeighborWorks Home Buyer Education Program. The interest rate is fixed (4%, 4.25%, & 4.5%), set according to loan size, and subject to change. The maximum term of the loan cannot exceed the term of the first mortgage financing. The home must be owner-occupied, and the property type must be a co-op, condominium, single-family, or legal two-family located in Nassau or Suffolk County. The purchase price cannot exceed $500,000. Total combined loan-to-value (including all sources of secondary financing) must not be greater than 105% of the appraised value. All loans will be secured with a mortgage, and the income of all household members will be used to determine eligibility. There is a $120 nonrefundable application fee.
